The Committee on Economic Development moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. Com. Sub. for House Bill 4007—A Bill to amend and reenact §17-3A-1, §17-3A-2,and §17-3A-4 of the Code of West Virginia, 1931, as amended, relating to the industrial access road fund; clarifying how the money shall be used; providing for an exemption from surety requirement; providing a response deadline when a formal use request is submitted; clarifying restrictions on use of the fund; and  raising the allocated funding per fiscal year.
